What is the permit application process for a construction project in San Francisco?

The Pre-Application is an essential part of San Francisco’s planning process, designed to inform neighbors and gather input on proposed projects. This step ensures transparency and prepares applicants for the next stages of approval.

What happens at the Pre-Application meeting?

The Pre-Application includes the Community Outreach Process. The applicant may opt to have a Planning Department Facilitated Pre‐Application Meeting instead of a meeting on or proximate to the proposed project site. The meeting will be held at the Planning Department.

What do I need to provide?

Applicants should mail the pre-app notices and a copy of the plans (no smaller than 8.5”x 11”) to adjacent neighbors and neighborhood organizations. If no schematic plans exist for the project, that must be indicated on the notice. Applicants must also e-mail the neighborhood organizations.

How long does the process take?

Applicant must continue to follow the 14-day notice period before hosting any conferencing meeting. This process must conclude before submitting a Project Application.

What is a Project Application?

A Project Application is the primary means by which the Planning Department collects information necessary to conduct environmental evaluation and determine Planning Code compliance and conformity with the General Plan for a proposed development project.

What do you need for a Project Application?

For the Planning Department to consider a Project Application accepted, the application must be accompanied by all required supporting materials (e.g. plan sets, letters of authorization, etc.) and all relevant supplemental applications. For projects that are required to submit a Project Application, project review will not begin unless a complete Project Application has been submitted and accepted by the Planning Department.

When do you need to apply for a Project Application?

Any project that is not eligible for same-day approval at the Planning Counter must submit a Project Application. This includes any Building Permit Application that requires an intake for Planning Department review, including for environmental evaluation and any application for a development entitlement. Building Permit Applications that require intake by the Planning Department for review are those that require neighborhood notification or that require environmental evaluation.
