What is AB-2011

California's housing crisis is worsened by complicated and slow approval processes for new developments. AB-2011 addresses this issue by simplifying and speeding up the approval process for multifamily housing projects. It sets clear standards and a streamlined review process to make it easier to build new housing units and help alleviate the housing shortage.

What is AB-2011?

On September 28, 2022, Governor Gavin Newsom signed AB-2011, legislation that streamlines the housing approval process in California to boost the construction of more housing units and prevent further housing crises in this state. He also announced $1 billion in awards to 30 shovel-ready projects through the California Housing Accelerator – creating 2,755 new homes for Californians.

California Senate authorized the development of multifamily housing projects that are subject to a streamlined, ministerial approval permit process and not subject to a conditional use permit if the development follows a list of objective standards. Part of the objectives cover affordability and site criteria, including being located within a zone where office, retail, or parking are a principally permitted use, and would make the development use by right and subject to one of 2 streamlined, ministerial review processes.
